简介（机构定位）：
北京海外学人中心CBD分中心（北京朝阳海外学人中心），为朝阳区委、区政府直属的专门从事海外优秀人才引进、开发、服务的人力资源平台和海外学人之家，是北京海外学人中心的重要分支机构。中心以“汇聚海外人才，促进朝阳发展”为宗旨，依托政府政策支持，为朝阳区实现人才强区战略提供人才支撑，共促首都的繁荣与发展。
CBD Branch Center of Beijing Overseas Talents Center (Beijing Chaoyang Overseas Talents Center), an important subsidiary of Beijing Overseas Talents Center directly under the CPC Chaoyang District Committee and the People’s Government of Chaoyang District, is a human resource platform as well as a home of overseas talents specialized in introducing and developing as well as providing services to outstanding overseas talents. Observing the goal of “gathering overseas talents, and promoting the development of Chaoyang District”, the Center, relying on governmental policy supports, provides talents support for Chaoyang District to achieve the strategy of “strengthening the district with talents”, aiming to make joint efforts for promoting the prosperity and development of the Capital of Beijing.

服务内容：
配合做好北京海外学人中心有关高端人才引进开发和政策宣传工作；重点为朝阳区引进区域经济社会发展所需的国际化人才和其他紧缺急需人才。职能包括：
（1）宣传国家和北京市关于海外高层次人才工作政策，研究朝阳区社会经济发展状况及配合制定海外人才引进的配套政策。
（2）在北京海外学人中心指导下，配合组织实施北京市高端人才引进开发等具体事宜以及相关服务工作。
（3）为朝阳区重大项目、重点建设和重要产业发展引进海外高层次人才提供支持。
（4）收集整合区域重大项目信息、海外学人信息和世界500强企业人才信息，围绕朝阳区功能特点和战略要求，搭建高端人才的信息平台，落实相关扶持政策。
（5）组织实施区域内海外人才培训交流活动。
（6）组织落实区域内海外高层次人才事业发展、工作生活等配套服务。
What We Can Do
To coordinate Beijing Overseas Talents Center in introduction and development of top-end talents and publicity of policies therefor; and to focus on introducing international talents and other talents in short supply or urgent demand who are required for the regional economy and society of Chaoyang District.
(1) Publicize the policies of the State and Beijing Municipality for works concerning high-level overseas talents; research the socio-economic development situation of Chaoyang District; coordinate in formulating supportive policies for introduction of overseas talents.
(2) Under the guidance of Beijing Overseas Talents Center, coordinate in organizing and implementing specific activities and providing related services for introducing top-end talents for Beijing.
(3) Provide supports for introducing high-level overseas talents for major projects, key constructions and important industries of Chaoyang District.
(4) Collect and integrate the information of major regional projects and overseas talents as well as the information of talents of Top 500 enterprises; build a information platform of top-end talents according to the functional characteristics and strategic requirements of Chaoyang District; and carry out related supporting policies.
(5) Organize and implement regional training and exchange activities for overseas talents.
(6) Organize and carry out supportive services related to career development, work and life of overseas talents in Chaoyang District.
